Abstract | 当前,我国教育领域正迈进“数字融合”“数据治理”“数智决策”的数字化转型时代。而推进教育数字化治理是数字化转型背景下,教育系统响应国家教育数字化战略行动步伐、提升教育管理服务效能、开创新阶段教育治理新格局的时代动因和诉求。教育数字化治理呈现出数据要素化、平台一体化、流程最优化、决策协同化、伦理治理规范化等显著特征。应在正确把握其时代背景、目标价值和内涵特征的基础上,以整体生态视角系统构建多层次教育数字化治理体系、智能技术支撑体系、数字伦理与安全治理体系,以智能技术作为基础支撑,以加强数字伦理与安全管理为重要保障,从国家、区域、学校各层次整体推进教育数字化治理,形成智能技术赋能教育数字化治理的逻辑框架。据此提出,利用智能技术赋能教育数字化治理,需推进区域教育数据治理和管理服务数字化、推动校园综合管理服务和育人数字化、构筑数字技术应用伦理和安全治理体系,从而让教育决策更加科学、教育管理更加精准、教育服务更加便捷,保障教育数字化转型的创新与发展。 |
Other Abstract | Currently,China's education sector is stepping into the era of digital transformation characterized by"digital integration","data governance",and"intelligent decision-making".Promoting education digital governance is the era motivation and appeal of education system responding to the national education digital strategic action pace,improving education management service efficiency,and opening up a new stage of education governance in the context of digital transformation.Education digital governance presents significant characteristics such as data element,platform integration,process optimization,decision collaboration,and ethical governance standardization.On the basis of correctly grasping its historical context,target value,and intrinsic characteristics,it is necessary to systematically construct a multi-level digital governance system for education,an intelligent technology support system,and a digital ethics and security protection system from an overall ecological perspective.With intelligent technology as the foundational support and strengthening digital ethics and security management as an important safeguard,the digital governance of education should be promoted holistically at the national,regional,and school levels to form a logical framework for empowering digital governance in education with intelligent technology.Accordingly,it is proposed that to empower digital governance in education with intelligent technology,it be necessary to advance regional educational data governance and the digitalization of management services,promote comprehensive campus management services and the digitalization of education,and build a system for the ethical application of digital technology and security governance.This will make educational decision-making more scientific,educational management more precise,and educational services more convenient,ensuring the innovation and development of the digital transformation in education. |
